Agenda item 1:
Enrollment
Mona Lee reported that 15% of all students (i.e., 1037 of 6911) are unclassified and 22% (i.e., 1518 of 6911) are “other campus-based.” It was stated that there is a need for a pre-major coding system as well as one for other campus-based students so that these students can be identified and offered support services.
Further comments suggest that the College should determine what is the “problem” (e.g., is a certain number or percentage of unclassified students a problem and why?), what data is needed that will shed light on the problem, how best can that data be collected, processed, analyzed, and used to determine action steps, and then set up surveys (if surveys are the best way to collect the data sought , e.g., vs. focus groups or use of other sources of demographic data) or some other process for collecting data that has:
- a consistent, comparable, replicated methodology ; and
- cyclical timeline for administering the survey (e.g. annually in fall, annually in spring, or every 2 years in fall/spring). The first survey would give you baseline data (measurable objectives) from which would be developed improvement activities and benchmarks (measurable objectives) for the next cycle.
Other items suggested as a result of this conversation include:
- Develop a short evaluation instrument for faculty to fill out concerning satisfaction with counseling services, as well as one for counselors to evaluate the quality of faculty interaction with students;
- Conduct a study on the re-centralization of all counseling services.

Program Review
Two Program Review reports were given:
- CELTT ((See MH_CELTTProgramReviewSummary 2006_2006) and
- Health Ed Programs (see PPAC ProgRev resp.doc; PPAC ProgRev meda.doc; PPAC ProgRev radii.doc; PPAC ProgRev dent.doc; PPAC Prog Rev mlt.doc).
Agenda item 3:
UH Non-Need Scholarships
Jennifer Bradley reported on the suggested allocation of scholarships based on 2006-2007 funding levels and other criteria. She reported that UH is discontinuing the tuition waiver concept and giving scholarships instead. The Committee that put forth the attached recommendations (see UH Achievement Recommendations) will convene and consider all suggestions as to how best to implement this program.

Agenda item 4:
Tactical Planning
A format for submitting a Tactical Plan was discussed (see attached PME Tactical Planning Model). Interim-Chancellor Richards will modify the Tactical Planning form as per the discussion and distribute it with an example. (see PME Tactical Planning Model 1-16-07.doc)
The PPAC decided that the Program Health Indicators (PHIs) for Tactical Plans for Academic Programs and AES Units (Student Services, CELTT, Library & Learning Resources, Honda International Center and College Advancement would focus on the concepts Enrollment Management/Access/Success.
For the Academic Programs and AES Units PHIs related to Enrollment Management/Access/Success will include:
- Program/Course fill rates and graduate rates and other Program Health Indicators (PHIs)
- Distance Learning / On-line courses / mixture of technologies;
- Space;
- Technical / technological support;
- Workforce demands / employment trends;
- Degree Pathways with different exit points;
- Student Mix (22% non-KCC home-based; 15% un-classified)
- Marketing.
